The 1997 General Assembly issued a statement in which it expressed a "word of counsel to the church and our culture that the procedure known as Intact dilatation and extraction (commonly called "partial birth" abortion) of a baby who could live outside the womb is of grave moral concern and should be considered only if the mother's physical life is endangered by the pregnancy." Since that time the mainline Episcopal and Methodist denominations also have gone on record in opposition to abortions of viable unborn babies.

The PC(USA) Advisory Committee on Litigation (ACL) asked the G.A. in 2000 to seek a clarification of our denomination's policy on late term abortion. Their request was referred to the Advisory Committee on Social Witness Policy (ACSWP). The two committees worked jointly to produce a report for the 214th G.A. in 2002.

Based on that report, the 214th G.A. issued the following statement: The ending of a pregnancy after the point of fetal viability is a matter of grave moral concern to us all, and may be undertaken only in the rarest of circumstances and after prayer and/or pastoral care, when necessary to save the life of a woman, to preserve the woman's health in circumstances of a serious risk to the woman's health, to avoid fetal suffering as a result of untreatable life-threatening medical anomalies, or in cases of incest or rape.

The text of this booklet was submitted to the ACL by pediatrician and PPL board member Patricia Lee June, M.D., in the Fall of 2001.
